About this opportunity
The Connecticut Department of Transportation (CTDOT) is seeking design-build proposals for final design and construction of the Quinebaug River Trail in the Town of Plainfield, with technical proposals due October 28, 2026 and price proposals due January 13, 2027. Eligibility is restricted to construction contractors prequalified by CTDOT for Group No. 5B Parking Lots and Paved Trails with Scope Code F qualification.
The project scope encompasses a 1-mile-long, 10-foot-wide multi-use trail with granular pavement surface connecting Trout Hatchery Road to South Walnut Street via an abandoned trolley trail through wooded terrain, plus a 0.3-mile segment along Trout Hatchery Road terminating at an existing pull-off area. Additional scope elements include drainage and cross-culvert investigation with associated improvements, water main relocation, and signage installation.
CTDOT has structured the solicitation as a two-phase process: technical proposals separate from pricing, with technical review and potential clarifications anticipated between the October 28 technical deadline and the January 13, 2027 price-proposal deadline. The staggered timeline reflects CTDOT's intent to evaluate design and construction approach comprehensively before final pricing consideration.
No contract value, incumbent, or evaluation weighting is identified in the source.
