About this opportunity

The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) is requesting proposals from Design-Builders to manage residential elevation projects under the Hazard Mitigation Grant Program in Carteret County, with proposals due November 12, 2026 at 2:00 PM ET and written questions due October 29, 2026.

Design-Builders must be North Carolina registered vendors in good standing, register with the NC Secretary of State prior to contract execution, and comply with FEMA Hazard Mitigation Assistance Program guidelines, ASCE 24 flood-resistant design standards, and applicable building codes. The Engineer of Record must be a North Carolina-licensed Professional Engineer, and the Construction Manager must be a North Carolina-licensed General Contractor.

The scope encompasses obtaining approved engineered designs, acquiring all necessary permits and inspections from local jurisdictions, managing overall construction before, during, and after elevation, completing elevation certificates, and obtaining certificates of occupancy or completion. Design-Builders must return each site to a condition that meets or exceeds pre-elevation state and achieve compliance with local, state, and federal requirements.

Proposals are submitted in two separate packages: qualifications and cost. Pricing must be comprehensive (all labor, materials, transportation, overhead, and profit) submitted via Attachment A Bid Worksheet on a per-square-foot or lump-sum fixed-price basis. Construction management costs are reimbursed on a per-home basis corresponding to actual work performed; no reimbursement occurs if a property withdraws prior to commencement of services. Liquidated damages of $250 per business day apply for delays beyond the contracted timeframe, except for documented force majeure events.

The initial contract term is 12 months from award or upon completion and acceptance of all work, whichever is sooner. NCEM reserves the option to renew on the same terms for up to two additional one-year terms with 30 days' written notice before each renewal deadline. A pre-construction meeting occurs within 14 calendar days of award, with construction required to begin within 90 days thereafter. The State will select the lowest responsive, responsible bidder from the top three qualified candidates in accordance with North Carolina G.S. 143-128.1B design-build bridging contracts. A public proposal opening will occur November 12, 2026 at 2:00 PM ET via Microsoft Teams.

Opportunity text

NCEM is seeking to procure the services of Design-Builders (also known as Vendors or Prime Contractors) to oversee several aspects of the implementation process for elevation projects. It is the responsibility of the selected Design-Builder to manage the overall construction before, during, and after elevating the structure, obtaining approved engineered designs, acquiring all necessary permits and inspections from local jurisdictions, and the completion of elevation certificates and obtaining the certificate of occupancy or certificates of completion based upon the local authority having jurisdiction. Upon completion, the site shall be returned to a state that meets and/or exceeds the pre-elevation condition as well as any modifications necessary to bring the site into compliance with local, State, and Federal requirements.
