The Washington State Department of Enterprise Services (DES) has issued a Request for Qualifications (RFQ) seeking On-Call Structural Engineering Consultants for the 2025-27 biennium period covering multiple counties and jurisdictions statewide. The procurement aims to select a minimum of three consulting firms to provide structural design services, including minor remodel and renovation work, seismic rehabilitation, structural investigation, analysis, studies, and research for state-owned facilities. Consultants must submit their qualifications by March 25, 2025, at 2:00 PM PT, with virtual informational meetings scheduled for March 12, 2025. The selection process will involve two phases: an initial evaluation of Statements of Qualification followed by oral interviews. Geographical considerations are important, with at least one consultant required to have a physical office in Eastern Washington, and potential selection based on proximity to Eastern or Southwest Washington regions. Fee negotiations will follow the OFM Guidelines for Determining Architect/Engineer Fees for Public Works Building Projects, effective July 1, 2025. Consultants will be evaluated not only on their technical capabilities but also on their ability to contribute to the state's diversity goals. The contract period will run from July 1, 2025, through June 30, 2027, providing selected firms with a two-year opportunity to work on state structural engineering projects across Washington's diverse geographical landscape.
