The Washington State Department of Enterprise Services (DES) is issuing a Request for Qualifications (RFQ) for On-Call Electrical Engineering Consultants to provide services across multiple Washington counties during the 2025-27 biennium. The procurement seeks to establish a roster of qualified consultants to deliver comprehensive electrical design services, including investigation of existing conditions, electrical studies, utility coordination, electrical design, bid document preparation, bidding assistance, construction administration, and project close-out. Consultants will be responsible for supporting projects spanning numerous jurisdictions, including counties such as Franklin, Grant, Grays Harbor, Chelan, and Yakima. The selection process will be conducted in two phases: a Statement of Qualification evaluation worth 100 points and subsequent oral interviews also worth 100 points. Key submission requirements include a detailed qualifications package to be received by 2:00 PM PT on March 25, 2025, with a virtual informational meeting scheduled for March 12, 2025 at 10:00 AM PT. Selected consultants will be notified by May 30, 2025, with the contract period running from July 1, 2025 through June 30, 2027. The state has established specific requirements to ensure diverse consultant representation, mandating that a minimum of three consultants will be selected, with at least one consultant required to have a physical office in Eastern Washington and another in Southwest Washington. DES strongly encourages participation from small businesses, minority and women-owned businesses, and veteran-owned businesses. The maximum value for any project-specific agreement is capped at $300,000 and will be limited to a single project, with fees to be negotiated using the Office of Financial Management (OFM) Guidelines for Determining Architect/Engineer Fees for Public Works Building Projects effective July 1, 2025. Consultants will be evaluated on their qualifications, technical expertise, past performance, and ability to meet the state's electrical engineering design needs across various jurisdictions. The procurement aims to create a diverse, geographically representative pool of electrical engineering consultants capable of supporting infrastructure and facility projects throughout Washington state.
