About this opportunity
Montgomery County is requesting proposals for construction inspection services for the replacement of County Bridge 56 on Rices Mill Road over Tacony Creek in Cheltenham Township, with proposals due September 24, 2026. The awardee must be PennDOT-prequalified, a critical eligibility filter. Construction is anticipated to commence in fall 2027 and be completed within nine months.
The scope includes full-time on-site construction oversight and inspection encompassing submittals review, documentation, daily inspection logs, construction meetings coordination, payment request review, change order analysis, compliance verification, and final inspection and closeout procedures. The required staffing structure includes a part-time supervisory Inspector-in-Charge with minimum TCIS-2 certification, PennDOT Concrete Certification, and NECEPT Bituminous Certification, and a full-time on-site inspector with minimum TCI-2 certification and previous PennDOT and bridge experience. Personnel changes during the construction phase require County approval in writing.
The County will rank a minimum of three firms on qualifications alone; no cost proposal is required with initial submissions. The top-ranked firm will be selected for technical and cost proposal negotiation. Cost proposals must conform to PennDOT Publication 93 guidelines and utilize maximum hourly wage rates for each inspection classification through June 2027 per SOL 433-23-2 dated October 11, 2023.
Evaluation criteria weight PennDOT project experience of proposed personnel at 35%, overall construction inspection experience and project understanding at 25%, methodology to ensure on-time completion at 20%, quality control and assurance processes at 10%, construction inspection software experience at 5%, and public relations and technical competence at 5%. Daily field logs must be submitted to the County within one week of inspection. All project closeout documentation must be delivered within one month of construction completion. Project funding originates from Montgomery County's Capital Budget.
