About this opportunity
The Alabama Department of Agriculture and Industries is requesting quotes for quarterly and annual HVAC inspections on seven Trane water source heat pumps (Model GEV24041E) at the Richard Beard Building in Montgomery, with quotes due September 10, 2026. Suppliers must be certified to work on Trane equipment and have access to existing Trane software controls — a capability filter that restricts the bidder pool.
The scope spans three quarterly inspections and one annual inspection over the service period October 1, 2026, through September 30, 2027. Quarterly inspections require unitary visual equipment inspection, supply fan and motor inspection, delta T checks, condenser coil checks, condenser fan checks, electrical inspection, filter inspection with notification if filters are dirty, and performance reporting. Annual inspections add leak test inspection and coil cleaning with solution. Suppliers must provide performance reports after each inspection cycle and notify the agency if filter replacement is needed.
The total contract cost is not to exceed $25,000, inclusive of the original agreement and any subsequent annual renewals up to a maximum five-year term. Pricing will be evaluated on cost realism and price reasonableness basis at the Chief Procurement Officer's discretion. All suppliers must be registered in Alabama Buys, comply with state and local sales tax certification, enroll in E-Verify if employing individuals within Alabama, and comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Foreign corporations must register with the Alabama Secretary of State. Suppliers must certify non-debarment from federal contracting. The contract is governed by Alabama law with venue in Montgomery; disputes are subject to negotiation and non-binding alternative dispute resolution through the Alabama State Bar Association's Center for Dispute Resolution. Monday, September 7, 2026, is a state holiday; the Alabama Buys Helpdesk will not be available that day. Contact Gary Lovelady at (334) 240-7149 for technical questions.
