About this opportunity
Trinity River Authority is soliciting bids for an annual contract supplying diesel exhaust fluid, coolants, hydraulic fluid, and lubricants across 34 line items, with bids due August 12, 2026 at 12:00 PM and bid opening at 2:00 PM the same day at Central Regional Wastewater System, 6500 Singleton Boulevard, Dallas, Texas.
The scope encompasses various grades of oils, greases, antifreeze coolant, and DEF in quantities ranging from 2 to 2,500 units across quart bottles, 5-gallon pails, and 55-gallon drums. Bidders must submit manufacturer's current product specifications and Material Safety Data Sheets for each product. All products must be new, in good condition, with secure and properly labeled containers. Delivered pricing to the specified location is required, and all pricing must be entered into the ProcureWare platform; pricing submitted through other methods will not be accepted. A unique acknowledgment mechanism applies: bidders must write "Love Lubricants" in the lower left corner of the second pricing sheet to confirm receipt of MSDS requirements.
The contract term is one year, commencing December 1, 2026 and ending November 30, 2027. Delivery to Central Regional Wastewater System and other Trinity River Authority locations occurs during standard hours of 7:00 AM to 3:00 PM Monday through Friday, excluding Authority holidays. The successful bidder must maintain comprehensive insurance: commercial general liability of $1 million per occurrence / $2 million aggregate, pollution liability of $2 million, automobile liability of $1 million, and workers' compensation at statutory limits. Payment is made within 30 days of invoice receipt when invoices include the valid purchase order number. No additional price increases are permitted unless tariffs are imposed after bid opening and properly documented. The Authority reserves the right to conduct independent product testing and may terminate the contract with 60 days' written notice. Questions must be submitted through the ProcureWare website; no pre-bid conference is scheduled.
