About this opportunity

The City of Chesapeake Parks, Recreation and Tourism is requesting proposals for professional installation of winter holiday lighting and decor at City Hall municipal grounds and surrounding areas totaling approximately 1.6 million square feet, with proposals due June 1, 2026 at 2:00 p.m. and question submission due May 15 at 2:00 p.m. The scope bridges seasonal temporary lighting and permanent year-round lighting infrastructure, creating a dual-objective contract in which the contractor must install, integrate, and maintain both sets of systems.

The five facilities are City Hall Main Building, Circuit Court, Juvenile and Domestic Relations Court, IT Building, and Planetarium. Seasonal deliverables include wrapped and illuminated trees, building lighting, ground-level decor, up-lighting systems, and a custom 25-foot programmable Christmas tree. Installation must complete by November 12, with removal by January 5 annually. Permanent lighting infrastructure must feature color-changing RGB or RGBW LED fixtures with a minimum 100,000-hour lifespan, app-based controls, surge protection, and a minimum five-year manufacturer warranty on LED fixtures and two-year warranty on controllers and power supplies. All electrical work must comply with Virginia Uniform Statewide Building Code and National Electrical Code.

Offerors must submit firm, fixed pricing covering materials, labor, equipment, installation, warranties, and all associated expenses. For seasonal services, pricing is required per linear foot for installation, maintenance and repair, and removal. The contract term is two years with three optional one-year renewal periods. Evaluation prioritizes firm qualifications and experience (25 points), key project team expertise (25 points), and timely, cost-compliant delivery history (25 points). Proposals must be submitted electronically through the City's e-Procurement Portal. The City reserves the right to reject any or all proposals, conduct oral presentations, and negotiate with the most qualified offerors. Evaluation is scheduled for June 3, 2026, with award anticipated June 12, 2026.

Opportunity text

The purpose of this Request for Proposal (RFP) is to obtain sealed proposals for establishing a contract to provide the professional installation of preselected winter holiday lighting and dcor for the City of Chesapeake Parks, Recreation and Tourism. The installation will take place at City Hall municipal grounds and surrounding areas totaling approximately 1,601,261 square feet. In addition to seasonal dcor, the City has identified a significant need for permanent lighting infrastructure to support yearround illumination, safety, and visual presentation of the municipal grounds. As part of this contract, the contractor will be responsible for the installation, integration, and proper functioning of designated permanent lighting systems, which will remain in place beyond the holiday season and serve longterm operational objectives for the City. The contractor will be responsible for installing all specified items, which may include rentals, permanent fixtures, permanent lighting components, and dcor owned or supplied by the City. The contractor must furnish all necessary materials, personnel, and equipment required to fully execute both the seasonal lighting plan and the installation of permanent lighting elements intended for ongoing use.
