Debris Management During a Disaster Declaration for Tyler County
Tyler County, Texas is requesting sealed bids for comprehensive disaster debris management removal and disposal services under an RFP with bids due October 13, 2026 at 8:30 a.m. The county reserves the right to award to a qualified local bidder within 3 percent of the lowest bid and requires contractors to utilize at least 30 percent local subcontractors from the disaster area. The scope encompasses emergency road clearance; vegetation and construction/demolition debris removal from public rights-of-way and private property; temporary debris storage and reduction site (TDSRS) management and operations; debris processing through grinding and incineration; hazardous materials removal including household hazardous waste and electronic waste; abandoned vehicle removal; animal carcass disposal; asbestos removal; and additional recovery services such as emergency power generators, potable water delivery, temporary sanitation facilities, and satellite communications. Contractors must have a representative within Tyler County limits within 24 hours after storm impact and contact county representatives within 48 hours of expected storm impact. All bidders must be registered with the System Award Management (SAM) at www.sam.gov, with proof of registration required with bid submissions. Pricing shall use detailed fee schedules for unit costs (per cubic yard, per tree, per vehicle, per linear foot, per pound, or per acre as applicable), equipment rates with operator labor on hourly, weekly, and overtime bases, and labor rates for various personnel classifications. Additional services and equipment rentals are compensated at a fixed percentage over contractor's documented costs. Contractors must demonstrate financial capability through bonding and insurance including workers' compensation with $1,000,000 employers' liability coverage, commercial general liability with $1,000,000 per occurrence and $2,000,000 aggregate limits, business automobile liability with $1,000,000 combined single limits, and professional liability with $1,000,000 per claim. Evaluation criteria weight cost at 30 percent, management systems and reporting at 20 percent, staff qualifications and emergency planning experience at 20 percent, company experience on similar projects at 10 percent, NIMS adoption and compliance at 10 percent, and project understanding and approach at 10 percent. Contract award is scheduled for November 9, 2026. The contract term begins upon county council approval and continues for five years, with an option for one additional two-year renewal period subject to Commissioner Court approval.
