About this opportunity
The Massachusetts Department of Developmental Services is requesting bids on service to a Selective Catalytic Reduction (SCR) urea dosing system and exhaust at the Wrentham Developmental Center Power Plant Building, with bids due September 28, 2026 (extended by Addendum No. 1 from September 23). A non-mandatory pre-bid site visit is scheduled for September 16 at 10:00 a.m. at the Power Plant Building entrance, 131 Emerald Street, Wrentham; questions are due September 18 by 12:00 p.m. via email to DDSEngineering@mass.gov.
The contract is subject to Massachusetts prevailing wage requirements with rates effective June 1, 2025 through December 1, 2028 (updated by Addendum No. 1 dated September 2, 2026), covering multiple construction classifications including equipment operators, carpenters, electricians, plumbers, and laborers. Rates include base wages, health, pension, annuity, and supplemental unemployment components; apprentice rates are specified as percentages of journeyworker rates with ratios set by the Massachusetts Division of Apprenticeship Standards. Contractors must post the prevailing wage schedule at the worksite, file weekly certified payroll reports and statements of compliance, and maintain payroll records for three years. The contract is also subject to Supplier Diversity and Workforce Participation Requirements including minority/women business enterprise participation goals, and all employees must have completed OSHA-approved 10-hour construction safety and health courses.
The estimated contract value is $91,500 over a 120-calendar-day project duration from Notice to Proceed. Liquidated damages are assessed at $500 per day for failure to meet the completion deadline. All bids require a 5% bid deposit (bid bond, certified check, or cashier's check payable to the Commonwealth of Massachusetts); the three lowest bidders must mail original deposits with tracking to the DDS Engineering Office following public bid opening. The successful contractor must secure Performance and Payment Bonds in amounts specified in contract documents prior to execution. General contractors must submit a Certificate of Eligibility and an Update Statement with their bids. Contract award is anticipated within approximately 30 days of bid opening. Bidders must acknowledge Addendum No. 1 on their proposal form.
