About this opportunity
The Pennsylvania Department of Transportation (PennDOT) District 11 is requesting quotes for districtwide graffiti removal services on state-owned property in Allegheny, Beaver, and Lawrence Counties under ITQ Solicitation #6100066802, with quotes due October 19, 2026. This procurement is restricted to vendors holding valid Pennsylvania Department of General Services Small Business certification as of the bid due date — a mandatory eligibility filter.
The scope covers graffiti removal from PennDOT-maintained facilities on and adjacent to state highways, with the majority of work sites on bridge structures in Allegheny County. Work involves painted surfaces, chemical cleaning, or propelled abrasives on metal, concrete, and stone materials. The contractor must mobilize within three business days of notification for standard work and within one calendar day for emergency situations, completing work within 15 business days of notification unless otherwise agreed. Regular work hours are Monday through Friday, 7:00 AM to 3:00 PM, excluding recognized holidays. Compensation is hourly for crew services covering preparation, execution, and cleanup; travel time between sites on the same day counts as work time, but travel at the start and end of day does not. Emergency mobilization, arrow boards, and flagmen services are paid without offset when required.
The contract term is two years with two optional one-year renewal periods, with renewals eligible for up to 3% price increases upon departmental approval. The contractor must pay a minimum of $15.00 per hour (adjusted annually for cost-of-living increases). A one-year warranty on all services is required. All employees must comply with enhanced minimum wage requirements, and the contractor must maintain background checks for employees with facility access.
Mandatory submissions include the Contractor Information Form, Domestic Workforce Utilization Certification (certifying all or specified percentages of direct labor performed in the United States or WTO Government Procurement Agreement member countries), Iran-Free Procurement Certification Form, and Contractor Responsibility Provisions with debarment certification. Questions are due October 15, 2026, by 1:00 PM EST to Lucy Binotto or Tom Fiore. Award will be made to the lowest responsive and responsible bidder.
