The contractor must deliver three integrated service tracks across all Missouri counties and St. Louis City, divided into two regions: a minimum of 350 caregiver trainings (Track 1) with customized in-home assessments and care plans; 300 caregiver relief reimbursements for respite care and related services (Track 2); and 500 assistive technology devices or units of service to a minimum of 125 participants (Track 3). The program targets family caregivers of individuals with Alzheimer's disease or related dementias. Training must be delivered through multiple modalities (in-person, virtual, and hybrid). Minimum qualifications require three years providing supportive services to older adults or caregivers, two years working with Alzheimer's disease and related dementias, five years in grant and contract administration, and two years in care coordination. The contractor must be registered with "Approved" status in MissouriBUYS and achieve "Spend Authorized" status to be eligible for award.
The contract period runs from effective date through May 31, 2027, with renewal options for four additional one-year periods at the Division of Purchasing's discretion. The contractor must be fully operational within 60 days of receiving notice to proceed. The program is federally funded; contractors must comply with federal debarment and suspension requirements, OMB Uniform Administrative Requirements (2 CFR Part 200), civil rights statutes, and maintain indirect costs at no more than 15 percent of modified total direct costs.
