About this opportunity
The City of El Mirage, Arizona is requesting proposals for custodial maintenance services across seven municipal facilities, with proposals due July 9, 2026 at 8:00 a.m. via the City's eProcurement Portal. No set-aside or local-vendor preference is stated.
The scope covers comprehensive janitorial services — labor, supervision, tools, equipment, and materials — for City Hall, the Senior Center/Court/Customer Service Complex (three buildings), Parks and Recreation Facility, Police Department, Fire Department (administrative area only), Public Works Facility (two buildings), and Cada Uno Facility. Services are performed Monday through Friday, 5:00 p.m. to 10:00 p.m., except the Police Department (six days per week) and City Hall Council Chambers (additional hours including after noon prior to City Council meetings). Optional line items include carpet cleaning, window cleaning (twice yearly), and quarterly vacuum workstation partitions.
All contractor employees must pass criminal background investigations through the Arizona Department of Public Safety, be fluent in English (supervisory staff), and comply with OSHA guidelines, Material Safety Data Sheet requirements, bloodborne pathogen standards, and federal and state employment immigration laws. Contractors must provide detailed 30-day implementation plans, comprehensive work plans, staff qualifications, references, and certificates of insurance.
The contract term is three years commencing September 2026 and expiring September 2029, with options for up to two additional one-year extensions subject to mutual agreement on pricing. Pricing is structured as lump-sum monthly costs for each facility plus optional service line items.
Evaluation criteria: Method of Approach (40 points), Similar Projects (30 points), and Price/Cost (30 points). The City reserves the right to conduct interviews with shortlisted offerors. Liquidated damages range from 5% to 10% of monthly contract costs for performance failures; the City may terminate for default after three occurrences of nonperformance. Questions were due June 25, 2026. A non-mandatory prospective offeror's conference was held June 19, 2026.
