About this opportunity
The Town of Chapel Hill is requesting bids for three separate curb ramp and crosswalk construction projects—at Estes Drive at Halifax Drive, Legion Road at Formosa Lane, and Martin Luther King Jr. Boulevard at Central Park Lane—with sealed bids due September 24, 2026 at 2:00 PM EST and an optional pre-bid conference on September 10, 2026 at 2:00 PM EST via Microsoft Teams.
The scope encompasses NCDOT standard curb ramp construction, crosswalk striping, installation of Rectangular Rapid Flashing Beacons (RRFBs), modular pedestrian medians, green paint, and tubular markers or flex posts. All projects require utility locates prior to construction with contractor responsibility for utility coordination, and asphalt work to make streets flush with new curb ramps. Traffic control plans are included for the MLK/Central Park location; the Estes/Halifax location offers a traffic control option; and the Legion/Formosa location requires the contractor to submit compliant traffic control plans. All work must coordinate with Town Transportation Engineering and Planning Departments.
Bidders must hold proper North Carolina licensing for their respective trades. Insurance requirements include Commercial General Liability and Business Automobile coverage of $1 million per occurrence, and Workers' Compensation coverage of $100,000 for employer's liability and bodily injury per employee with a $500,000 disease policy limit. Performance and Payment Bonds are not required. Bid prices must include sales taxes.
Tasks 1 and 2 must be substantially completed by November 30, 2026, and Task 3 by December 31, 2026. Liquidated damages of $750 per calendar day apply for missed deadlines. The contract is subject to federal provisions including the Davis-Bacon Act and prevailing wage determinations. Requests for written interpretation are due September 15, 2026 at 5:00 PM EST, with responses published as an addendum on September 17, 2026.
Opportunity text
The Town of Chapel Hill is requesting bids from qualified contractors for three (3) separate construction projects involving the construction of North Carolina Department of Transportation (NCDOT) standard curb ramps, associated crosswalk striping, installation of Rectangular Rapid Flashing Beacons (RRFBs), installation of modular pedestrian medians, installation of green paint, installation of tubular markers/flex posts, and other varying elements depending on the location. The projects are part of the Towns commitment to enhancing safety and multimodal mobility within the community. All three locations will require the following: 1. Call in utility locates prior to construction. Contractors are responsible for all required utility coordination. 2. Traffic control plans are included for the Martin Luther King Jr. (MLK)/Central Park location. The Estes/Halifax location includes an option for traffic control and the Legion/Formosa location does not. The traffic control plan for Estes and Legion locations will be up to the selected contractor to submit plans that comply with local requirements. 3.
