Tasks 1 and 2 must be completed by November 30, 2026; Task 3 by December 31, 2026. Liquidated damages are assessed at $750 per calendar day for missed deadlines.

Contractors must obtain and maintain Commercial General Liability and Business Automobile insurance at $1 million per occurrence; Workers' Compensation at $100,000 for employer's liability and bodily injury by disease per employee and $500,000 for disease policy limit; the Town must be named additional insured. Performance and Payment Bonds are not required. Bid prices must include sales tax and remain valid for 60 days from receipt. All bids are submitted on a provided Bid Proposal Form with separate pricing for each of the three tasks via email to the Purchasing & Contracts Manager.

Contractor compliance includes E-Verify, non-collusion affidavits, debarment and suspension certifications, and federal lobbying restrictions for awards over $100,000. Requests for written interpretations are due by 5:00 p.m. EST on September 15, 2026, with addenda published September 17. The contract is funded wholly or in part by federal assistance and is subject to all applicable federal and state laws.
