About this opportunity
Missouri's Office of Administration, Information Technology Services Division is pursuing sole-source procurement of Curam Software Maintenance and Support from Merative US LP for October 1, 2026 through September 30, 2027, with proposals due September 2, 2026. This is Amendment 03 to existing Contract CT240623001 and is being pursued as a single feasible source acquisition under RSMo. 34.044.
Curam Social Program Management software is the core framework for Missouri's Eligibility Determination and Enrollment System (MEDES), the Department of Social Services' case management application for public assistance. The software, originally purchased from IBM in 2013, contains over twenty modules supporting case management, life events, income support, and evidence and verification functions. Merative holds sole ownership of the proprietary Curam software; no alternative software can replace it without complete system redevelopment and decommissioning of the MEDES platform. The State has designated Merative as the only feasible source for acquiring necessary support and maintenance services due to the software's proprietary nature and critical role in MEDES operations.
The contract carries no renewal options. Contact Kelly Miller at the Office of Administration at (573) 751-4885, Kelly.Miller@oa.mo.gov, or purchmail@oa.mo.gov. The Single Feasible Source Number is STATE 0000000554SL.
