About this opportunity

The Dormitory Authority of the State of New York (DASNY) is soliciting Statements of Qualifications from Construction Managers to deliver preconstruction services, construction management, and construction implementation for City University of New York Hunter College's escalator replacement project at 695 Park Avenue, New York, with proposals due September 11, 2026 at 3:00 p.m. The procurement uses a Construction Manager-Build delivery method, where the Construction Manager participates in design, procures trade contracts, and manages construction, with a Maximum Contract Price established after trade-package procurement rather than a Guaranteed Maximum Price set upfront.

DASNY encourages partnership with New York State certified Minority and Women-Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs). Subcontracting goals are 18% for Minority-Owned, 12% for Women-Owned, and 6% for Service-Disabled Veteran-Owned businesses; no SDVOB set-aside applies.

Phase 1 comprises replacement of 18 escalator runs: 16 runs in the West Building extending from basement to 7th floor and 2 runs in the East Building from street level to second floor. Original escalators were installed in the 1960s. The project contemplates comprehensive replacement across multiple floors in both buildings.

Proposers must comply with New York State business registration requirements. If providing professional engineering services, firms must obtain a Certificate of Authorization from the State Education Department. All proposals must be submitted under the proposer's full legal name or registered assumed name. Designated representatives for inquiries are Sara Miner and Lisa Willard at DownstateRFPCoordinator@dasny.org. Communications with other DASNY personnel may result in proposer disqualification and affect future state procurements. Following SOQ review, an Evaluation Committee will identify a shortlist of Construction Managers who will receive a subsequent Request for Proposal for full project development.

The Dormitory Authority of the State of New York (DASNY) is seeking proposals from Construction Manager's capable of providing preconstruction services during design, construction management, and construction implementation for City University of New York Hunter College - Escalator Replacement project located at 695 Park Avenue, New York, NY 10065 (the "Project") using a Construction Manager-Build ("CM-Build") project delivery method. A CM-Build project delivery method is similar to a Construction Manager-at-Risk project delivery method, in that the Construction Manager is involved during the design phase of the project, procures the construction phase trade contracts, and manages the construction phase of the project. However, in a CM-Build delivery method, a Guaranteed Maximum Price is not provided prior to bidding the trade packages, rather a Maximum Contract Price ("MCP") is established after the Construction Manager procures the trade packages. The CM-Build Contractor is a Construction Manager who will contract with DASNY to submit an MCP. Following receipt of the submitted SOQs, an established Evaluation Committee will then identify a shortlist of Construction Managers that will continue with the development process for the Project. The shortlisted Construction Manager will be provided with a future Request for Proposal ("RFP") for the overall Project on which to fully develop a response to the RFP. The project involves Phase 1 of a comprehensive escalator replacement program in the West and East buildings at the college's main campus; the original escalators were installed in the 1960's. The intent is to prioritize the replacement of the most critical escalators which include sixteen (16) escalator runs in the West Building from the basement level to the 7th floor, and two (2) escalator runs from the street level to the second-floor level in the East building for a total of eighteen (18) escalators. Please see Section 2 - Engagement Requirements for additional Scope of Work. Interested Proposers should review Section 2.2 - Qualification and Certification Requirements - of the RFQ to determine eligibility.
