About this opportunity
The Southwest Ohio Regional Transit Authority (SORTA) is soliciting proposals for a four-year Indefinite Delivery, Indefinite Quantity list-less purchasing agreement for Cummins parts, with proposals due October 9, 2026 at 12:00 PM (EST) and a non-mandatory pre-proposal meeting scheduled for September 17, 2026 at 2:00 PM via Microsoft Teams.
The scope covers genuine Cummins parts for maintenance, repair, overhaul, and rebuild of 13 current engine platforms operating in SORTA's existing fleet of approximately 300 transit buses, 60 paratransit vehicles, and 30 micro-transit vehicles (316 total units), including ISL9 and B 6.7 configurations from model years 2012 to 2026. The agreement extends to future Cummins engines such as the X10 and ISB 7.2 that SORTA may acquire during the contract term. All parts must be Cummins Genuine Parts verified by Cummins, with defective parts replaced within ten calendar days of notification.
Evaluation emphasizes pricing at 37.5% of total points, measured as the percentage discount from list price, with the highest discount receiving maximum points. Project approach and understanding of SORTA's ordering, core charge, warranty, return, and inventory management requirements comprise 35% of points. Company experience, on-time delivery rates, expediting capability, customer support hours, and technical qualifications account for 27.5%.
SORTA requires comprehensive general liability, automobile liability, crime, and professional liability insurance at $1,000,000 per occurrence each. Proposed pricing must remain valid for a minimum of 120 days from the proposal deadline. Questions are due September 25, 2026 at 12:00 PM, with responses provided by October 2, 2026 at 4:00 PM. Proposals must be submitted electronically through the e-Procurement Portal as two separate volumes: a technical proposal with no pricing information and a business proposal with insurance certificates, tax affidavits, and lobbying certifications. No small business set-aside has been established; subcontracting opportunities are not available.
