About this opportunity

The Louisiana Department of Wildlife and Fisheries is requesting bids for culvert supply and installation services across LDWF management areas in Louisiana, with bids due October 27, 2026. Louisiana preference statutes apply, allowing preferences of up to 10% for Louisiana products and Louisiana-manufactured items; priority consideration is given to Louisiana-based vendors with demonstrated experience in wildlife management infrastructure projects within the state.

The scope requires supply and installation of culverts to support wildlife habitat management and water management objectives at site-specific delivery locations across multiple LDWF management areas. Bidders must demonstrate capacity to deliver materials meeting Louisiana Department of Transportation and Development standards and EPA environmental compliance requirements. Culverts must be categorized by size specifications and material type. Contractors must coordinate with LDWF personnel regarding installation schedules and site access, maintain liability insurance, and comply with all Louisiana prevailing wage requirements if applicable to the project classification.

Pricing is unit-based for culvert supply and installation services, quoted in units specified in the solicitation, on an F.O.B. Destination basis. All transportation, freight charges, inside delivery, assembly, and debris removal are included in the bid price. Payment will be made on a unit price basis following delivery and acceptance of goods, with partial payments permitted. The State intends to make payments electronically through the LaCarte Procurement Card for purchases up to $5,000 or Electronic Funds Transfer for larger amounts.

The contract will be awarded on an all-or-none basis to the lowest responsive, responsible bidder, though the State reserves the right to reject individual line items. Contract term and renewal options are contingent upon satisfactory performance and available funding in subsequent fiscal years. Bids must be submitted through the LaPac website and LaGov vendor portal. Successful vendors must retain all books, records, and documents for at least five years after final payment.
