About this opportunity

California State University (CSU) is seeking proposals from qualified Energy Services Companies (ESCOs) to implement comprehensive clean energy projects across existing university buildings through an Energy Savings Performance Contracting (ESPC) procurement process. The primary objective is to engage one or multiple ESCOs to conduct Investment Grade Audits and subsequently implement energy efficiency improvements at individual campus discretion. The ESCO(s) will be responsible for providing complete project management, including all necessary tools, supplies, travel, and resources required to successfully execute ESPC services. Potential contractors must demonstrate expertise in performing detailed energy audits and implementing comprehensive clean energy solutions. The solicitation was posted on February 20, 2025, with proposals due by March 26, 2025, and interested parties are instructed to contact Michael Clemson at mclemson@calstate.edu or (562) 951-4291 for additional details and comprehensive documentation.

While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears open to qualified Energy Services Companies with demonstrated capabilities in comprehensive energy efficiency project implementation. The contract encompasses potential work across multiple California counties and jurisdictions, suggesting a broad and flexible approach to vendor selection. No incumbent vendors are specifically mentioned, and the solicitation does not outline precise budget ranges or award values. The performance contract model implies that project costs will likely be offset by anticipated energy savings, with the ESCO recovering investment through realized efficiency gains. Potential respondents should anticipate providing detailed technical capabilities, demonstrating prior successful energy efficiency project implementations, and showing capacity to work across diverse California State University campus environments.
