About this opportunity
The Ohio Facilities Construction Commission (OFCC) is requesting qualifications for Construction Manager at Risk services on behalf of Central State University for project CSU-270001, a campuswide renovation initiative, with qualifications due August 14, 2026 at 5:00 p.m. local time. The EDGE Program requires a minimum 5.0 percent participation goal based on preconstruction stage compensation plus contract sum minus contingency.
The project scope encompasses building envelope, HVAC, plumbing, electrical, architectural, structural work, and minimal furniture, fixtures, and equipment across multiple university buildings, with construction likely phased across multiple biennia. The CM will manage open book pricing for subcontracted work in plumbing, fire protection, HVAC, electrical, and AV/technology, with all subcontracts awarded competitively to prequalified vendors subject to contracting authority and architect/engineer review. Responses must address bonding capacity for the construction budget, insurance coverage, scheduling and cost control systems, estimating track records, and scheduling performance history.
The total project cost is $25 million funded entirely by state appropriation, with construction costs estimated at $21 million. Preconstruction services commence November 26, 2026, with construction notice to proceed in December 2026, substantial completion targeted for June 2028, and all CM services completion by August 2028.
The selection process is qualifications-based at the RFQ stage to develop a short list of no fewer than three firms, followed by a best value evaluation combining qualifications and fee considerations during the RFP stage. Evaluation criteria weight primary firm location and workload at maximum 10 points, primary qualifications in project management, administration, and technical staff at maximum 40 points, key consultant qualifications and EDGE participation at maximum 10 points, overall team qualifications and LEED/BIM experience at maximum 10 points, and overall team experience with similar projects and Ohio Capital Improvements process knowledge at maximum 30 points.
Short-listed firms receive the RFP on August 19, 2026. Interviews are scheduled for September 23, 2026, with final selection anticipated by September 28, 2026. Submissions must be one electronic PDF copy of Form F110-330 (Statement of Qualifications) through the OhioBuys portal; paper copies and facsimile submissions are not accepted.
