About this opportunity

Harris County Office of County Engineer is requesting competitive sealed proposals for turnkey modernization of six elevators at 1010 Lamar Street (Harris County Annex Forty-Eight) in Houston, Texas, with proposals due August 31, 2026 and a mandatory pre-proposal conference and site visit on August 11, 2026 at 10:00 a.m. CST. M/WBE participation is strongly encouraged but not set-aside or required.

The scope comprises disconnection and removal of existing equipment, installation of new non-proprietary microprocessor-based controllers, hoisting machines, ropes, automatic door operators, emergency egress devices, and pit flood alarm systems across five passenger traction elevators serving eighteen floors and one freight traction elevator serving twenty-one floors, divided into two phases (East Bank: two passenger and one freight car; West Bank: three passenger cars). All work must comply with ASME A17.1 and A17.2, NFPA codes, ADA Accessibility Guidelines, and Texas Accessibility Standards. The vendor must execute final testing, commissioning, and regulatory inspections; obtain all permits from the City of Houston and Texas Department of Licensing and Regulation; provide security background checks for personnel; and manage site protection, barricades, and logistics. The awardee must furnish a one-year comprehensive warranty commencing upon Harris County's Final Acceptance, including 24/7 emergency callback service with a two-hour response guarantee and monthly preventive maintenance. A $40,000 cash allowance is included for freight elevator cab interior rehabilitation through a separate specialty contractor; roof hatch installation costs are included in the proposal.

Pricing must be all-inclusive, firm fixed-price with no separate line-item rates. Payment is structured in milestones: 50% upon approval of engineering and design submittals; 15% upon delivery of major equipment and materials; 25% upon Substantial Completion and successful inspections; and 10% upon conclusion of a thirty-day problem-free operation period. Liquidated damages of $480 per calendar day apply for delays beyond the Completion Date. All respondents must complete the Texas Certificate of Interested Parties (Form 1295) prior to submission. Questions must be submitted in writing through Bonfire by the Events Schedule deadline.
