About this opportunity
Fontana Unified School District, in partnership with Etiwanda School District and the City of Fontana, is requesting proposals for crossing guard services at approximately 78 designated school crossing locations across both districts, with proposals due August 20, 2026 at 2:00 p.m. Pricing is submitted on an hourly rate basis for supervisors, crossing guards, assistant crossing guards, emergency services, and other specified roles.
The scope covers trained, fully-staffed crossing guard coverage during student arrival and dismissal times at elementary, middle, and high schools within Fontana Unified and Etiwanda boundaries for approximately 180 school days per academic year, with a maximum of three hours per site, adjustable based on school schedules and District needs. Personnel must meet strict qualifications: background checks, valid California identification, drug screening, bilingual Spanish abilities (highly preferred), and mandated reporter training. The contractor must maintain a 98 percent attendance rate, provide a substitute pool of at least 15 percent of total workforce, and conduct initial and quarterly training. Comprehensive quality control and performance evaluation measures are required. The contractor must maintain workers' compensation and liability insurance with the District listed as additional insured and comply with all federal, state, and local laws including California mandated reporter requirements and drug and alcohol testing protocols.
The initial contract term is one year with four optional successive one-year extensions, not to exceed five years total. After the initial year, prices may increase by no more than 5 percent annually or in accordance with the U.S. Department of Labor Consumer Price Index for Los Angeles/Riverside/Orange County, whichever is less, subject to District approval with documented justification. The District reserves the right to award to one or multiple vendors and to negotiate pricing.
Evaluation weighting: fee schedule and best value pricing (40 percent), support service solution and scope of work response (30 percent), experience and expertise (25 percent), and proposal format and organization (5 percent). Vendor questions are due August 12, 2026 at 2:00 p.m., with final responses by August 14. The District anticipates Notice of Intent to Award on August 25, 2026, with Board approval and contract award by September 23, 2026. Proposals must be submitted through the District's OpenGov e-Procurement portal; faxed or mailed proposals will not be accepted.
