About this opportunity

The Hawaii Department of Human Services is requesting proposals to support statewide cross-agency development of a coordinated system of support for families, with proposals due August 25, 2026. The selected bidder must demonstrate at least ten years of system-level work with family support networks at the state level, multiple-system expertise, statewide capacity, and strong collaboration experience with government agencies and community-based organizations.

The scope encompasses planning and facilitating one in-person convening on Oahu and three virtual planning meetings with state department and Family Resource Center representatives; developing a shared governmental vision and goals for the FRC system; creating a guiding framework for FRC service provision; exploring resource alignment strategies; and identifying implementation strategies for a coordinated statewide system. Staff must be trained in the Standards of Quality for Family Strengthening and Support. The contractor must maintain technological equipment capable of supporting virtual and in-person engagement and participate in monthly virtual meetings with DHS, beginning with bi-weekly meetings during the first four months. Monthly payments will be made via purchase order following completion of deliverables.

The contract period runs from September 1, 2026, through August 31, 2027, with no renewal options. The total contract value is not to exceed $49,950. The vendor is responsible for all travel-related expenses—airfare, ground transportation, lodging, and meals across all Hawaii counties—plus applicable state taxes at 4.712%. The contractor must also pay a NIC Hawaii administration fee of 0.75% of the award amount, capped at $5,000.

Prior to award, the successful bidder must demonstrate compliance through Hawaii Compliance Express registration or paper certificates from the Internal Revenue Service, Department of Labor & Industrial Relations, Department of Commerce and Consumer Affairs, and Department of Taxation. A Certificate of Liability Insurance is required. The contractor must submit a final project report with recommendations within thirty days of contract completion. Proposals must include a detailed narrative addressing qualifications and task descriptions alongside a completed Deliverable Cost and Timeline Quote table.
