About this opportunity
The County of Orange Health Care Agency is seeking proposals for Crisis Stabilization Unit (CSU) Services through Request for Proposals (RFP) No. 042-1615839-RM, targeting organizations capable of providing comprehensive behavioral health crisis intervention services. The procurement focuses on establishing 24/7 outpatient psychiatric stabilization services for clients experiencing acute behavioral health crises, with capabilities for both voluntary and involuntary client walk-ins and police drop-offs. Primary objectives include stabilizing 55% of clients within 24 hours and linking 85% of discharged clients to lower levels of care within ten business days. Proposers must maintain a Medi-Cal certified facility with continuous accessibility, provide medical triage, and integrate recovery-focused services including Peer Mentors. The solicitation was released on October 12, 2023, with proposals due by November 13, 2023, and an anticipated contract commencement date of July 1, 2024. Evaluation criteria will consider service quality, organizational experience, staffing capabilities, and historical government contract management performance.
The contract opportunity appears open to qualified behavioral health service providers without specific set-aside designations for disadvantaged enterprises. Proposing organizations must meet extensive requirements, including maintaining appropriate licensing, implementing quality management programs, and complying with federal and state regulations. The contract will be structured on an actual cost reimbursement basis, with monthly payments made in arrears, primarily funded through Mental Health Services Act (MHSA) funds. Administrative costs are limited to 15% of total program costs, and the County reserves the right to make multiple awards based on organizational capabilities. While specific budget ranges are not definitively stated, the contract suggests flexibility for negotiation, with potential renewal options contingent upon performance, funding availability, and demonstrated need. The services will primarily serve Orange County residents, specifically targeting individuals over 18, including Transitional Age Youth between 18-25 who require immediate behavioral health intervention.
Opportunity text
General work description: The County of Orange (County) Health Care Agency (HCA) is seeking proposals from qualified organizations to provide Crisis Stabilization Unit (CSU) Services. The primary goal of this program is to provide crisis stabilization for clients experiencing acute behavioral health crises that cannot wait until regularly scheduled appointments regardless of the voluntary or involuntary status of the client. CSUs provide outpatient psychiatric stabilization services on a twenty-four seven (24/7) basis, client walk-in as well as police drop-off capability, recovery-focused services (including Peer Mentors) that borrow from the best principles for operating crisis stabilization programs -- while adding components, including provision of medical triage with basic laboratory capability similar to basic urgent care centers. The goal is also to provide better geographic access to services, depending on the provider(s) chosen.
