About this opportunity
The County of Orange Health Care Agency (HCA) is seeking proposals for Crisis Stabilization Unit (CSU) Services through RFP No. 042-1615839-RM, targeting organizations capable of providing 24/7 outpatient psychiatric stabilization services for clients experiencing acute behavioral health crises. The primary deliverables include operating a facility that can serve a minimum of 18 clients within a 24-hour period, offering walk-in and police drop-off capabilities, medical triage, basic laboratory services, and recovery-focused interventions such as peer mentoring. Proposers must maintain Medi-Cal certification, operate an LPS designated facility, and ensure a licensed mental health professional leads the service with an RN always on-site. The RFP was released on November 29, 2023, with proposals due by December 13, 2023, and an anticipated contract start date of July 1, 2024. Evaluation criteria will assess provider experience, services, performance objectives, staffing, facility capabilities, and budget, with a total possible score of 100 points. The contract will initially cover the period from July 1, 2024, through June 30, 2025, with potential renewal based on performance and funding availability.
The procurement appears open to qualified healthcare organizations without specific set-aside designations for disadvantaged enterprises. The contract will be a cooperative agreement that may be utilized by all County of Orange departments and potentially extended to other governmental entities. Funding will be sourced from Mental Health Services Act (MHSA) funds, with reimbursement structured as an actual cost model paid monthly in arrears, up to a yet-to-be-determined not-to-exceed amount. The geographic scope encompasses Orange County, with potential service expansion to San Francisco City, focusing on improving access to behavioral health crisis intervention. While specific budget details are not explicitly stated, the attached budget forms indicate a comprehensive financial reporting requirement with detailed templates for staffing, salaries, benefits, indirect costs, and service delivery expenses. Proposers will need to demonstrate financial transparency and the ability to document revenue sources, which may include Medi-Cal, Medicare, insurance, and county discretionary funds. The contract emphasizes flexibility in funding and requires extensive documentation of financial operations.
Opportunity text
General work description: The County of Orange (County) Health Care Agency (HCA) is seeking proposals from qualified organizations to provide Crisis Stabilization Unit (CSU) Services. The primary goal of this program is to provide crisis stabilization for clients experiencing acute behavioral health crises that cannot wait until regularly scheduled appointments regardless of the voluntary or involuntary status of the client. CSUs provide outpatient psychiatric stabilization services on a twenty-four seven (24/7) basis, client walk-in as well as police drop-off capability, recovery-focused services (including Peer Mentors) that borrow from the best principles for operating crisis stabilization programs -- while adding components, including provision of medical triage with basic laboratory capability similar to basic urgent care centers. The goal is also to provide better geographic access to services, depending on the provider(s) chosen.
