About this opportunity
The Missouri Department of Mental Health is requesting bids for Crisis Prevention Training services at three habilitation centers (Bellefontaine, South County, and St. Charles) under IFB format, with bids due September 21, 2026 at 2:00 p.m. CDT. Board Certified Behavior Analysts (BCBAs) are required to train approximately 26 staff members in behavioral de-escalation, physical safety, vehicle safety, and peer aggression management using Applied Behavior Analysis principles, with de-escalation as the primary intervention and physical management as a last resort.
The contract period runs one year from award with potential renewal at the Department's sole discretion. All personnel must pass background checks to Missouri State Highway Patrol standards. The contractor assumes full responsibility for personnel costs, taxes, benefits, workers compensation, and insurance. Compliance requirements include E-Verify work authorization, HIPAA business associate provisions, tax compliance certification, and Missouri Secretary of State registration. If federal expenditures exceed $1,000,000 annually, the contractor must comply with 2 CFR 200 audit requirements.
Evaluation uses multiattribute scoring: organizational experience and past performance (30 points), personnel qualifications for leadership and working teams (30 points), proposed methodology for stabilization, de-escalation, and physical management procedures (40 points), and cost (100 points out of 200 total). The award will go to the lowest and best responsive proposal. Supplier questions are due no later than 10 calendar days before the bid deadline. Responses may be submitted electronically through MissouriBUYS/MOVERS or by hard copy mail to Bellefontaine Habilitation Center, Attn: Brenda Root, 10695 Bellefontaine Road, St. Louis, Missouri 63137. Invoicing is submitted in arrears with payment by electronic funds transfer.
