About this opportunity
Guilford Technical Community College (GTCC) is requesting proposals for in-person law enforcement and criminal justice training instruction services for the 2026–2027 fiscal year, with proposals due October 1, 2026 at 3:00 p.m. ET. The contract is for one year beginning July 1, 2026, with GTCC retaining options to renew for up to two additional one-year terms upon thirty days' written notice.
The scope includes delivery of ten specialized courses—Basic Crime Scene Investigation (24 hours), Death and Homicide Investigations (40 hours), First Line Supervisors School (40 hours), Hotel/Motel Interdiction (24 hours), Introduction to Financial Crimes (16 hours), Leadership on the Line (16 hours), Mentoring the Underperforming Employee (16 hours), Robbery Investigations (8 hours), Sexual Assault Investigations (16 hours), and Tactical Crime Control and Community Engagement (16 hours)—offered multiple times throughout the year to in-service law enforcement officers across North Carolina. The vendor must provide all printed instructional materials and supplies per student and meet specified course objectives. Instructors must be current, former, or retired sworn investigators with investigative background relevant to course topics and must produce credentials or certificates upon request.
GTCC anticipates an average of twenty-five students per course but provides no guarantee of minimum or maximum sessions; classes with fewer than eighteen students may be cancelled or postponed. Pricing must be submitted on a per-course basis as a single extended price covering instruction, materials, travel, and meals, with GTCC paying based solely on usage without guaranteed minimums.
Vendors must obtain a North Carolina Secretary of State certificate of authority before contract execution, comply with E-Verify requirements, conduct criminal background checks on all proposed personnel at vendor expense, and maintain appropriate insurance. Written questions are due September 16, 2026. Evaluation uses Best Value methodology, considering technical approach, vendor experience, and pricing through narrative consensus of an evaluation committee.
