About this opportunity

Palm Beach County Board of County Commissioners is issuing Request for Quotation #750845/MB for criminal background check services under a term contract. The procurement seeks qualified vendors to provide comprehensive criminal background screening services for volunteers and independent contractors. Required service deliverables include Social Security verification, address tracing, statewide and multi-county criminal record checks covering a minimum 10-year history, national criminal database searches accessing over 800 million records including FBI databases and international sanctions lists, sex offender registry searches across all 50 states and the District of Columbia, detailed findings reports, resolution of contested results, Fair Credit Reporting Act (FCRA) compliance, and 24/7 online data management capabilities with unlimited authorized users and multiple access levels. Quoters must demonstrate qualifications by providing a minimum of three professional references from similar work performed within the past three years and evidence of membership in the Professional Background Screening Association (PBSA), formerly the National Association of Professional Background Screeners (NAPBS). The contract will be awarded on an all-or-none basis for an initial twelve-month term with four optional twelve-month renewal periods, allowing for a maximum five-year engagement. Background screening results must be delivered within two to three business days of submission, with pricing based on a unit price per background check performed. The quotation submission deadline is May 31, 2022, at 4:00 p.m. Palm Beach County Local Time.

The County has established Small/Minority/Women Business Enterprise (S/M/WBE) program provisions applicable to this procurement, and vendors with a permanent place of business in Palm Beach County or in the Glades are eligible for a 5% local preference. All subcontractors must be registered in the County's Vendor Self Service (VSS) system. Successful vendors must maintain Commercial General Liability Insurance ($500,000 per occurrence), Business Auto Liability Insurance ($500,000 combined single limit), Workers' Compensation and Employer's Liability Insurance per Florida Statute Chapter 440, and Professional Liability Insurance ($500,000 per occurrence and aggregate). The anticipated contract value is $22,000 over the initial twelve-month term, with fixed unit prices established for each year across the five-year contract period. The County reserves the right to increase or decrease expenditures based on actual operational requirements.
