About this opportunity
The University of North Carolina System is requesting proposals for credit transfer technology services supporting a statewide transfer ecosystem encompassing UNC institutions, North Carolina community colleges, and private/independent institutions, with proposals due October 14, 2026 at 10:00 a.m. EDT. This is a systems-integration procurement with multi-institution interoperability as the central capability filter.
The scope encompasses three core service areas: expedited transfer credit evaluation through modernized equivalency databases and workflows; integration with existing degree audit and student information systems across multiple institutions; and enhanced reverse transfer systems with automatic transcript processing and credential identification. The solution must also provide pre-transfer technology enabling students to upload transcripts, view equivalencies, create preliminary degree plans, and compare scenarios across institutions, and post-transfer technology that automatically identifies reverse transfer students and processes credits back to community colleges. The vendor must comply with North Carolina's GovRAMP security requirements based on data classification (Restricted data requiring GovRAMP Authorized status within 21 months of contract award), maintain WCAG 2.1 accessibility standards, and support identity and access management externalization.
The contract term runs one year from November 1, 2026 through October 31, 2027, with the State retaining the option to extend for one additional one-year period at its sole discretion. Vendor proposals must include detailed cost forms with itemized payment schedules based on acceptance of deliverables, financial statements demonstrating stability, security readiness assessment reports, architecture diagrams, and project timelines. Evaluation criteria include conformance with specifications, total cost of ownership, enterprise specification adherence, security compliance, vendor schedule, reference strength, and risk assessment. Written questions are due October 2, 2026 at noon EDT. The State retains the right to make partial or multiple awards, request Best and Final Offers, conduct interviews or presentations, and reject any or all offers if deemed in the State's best interest. Contract award is expected shortly after the October 14 bid opening date, with a protest deadline of 15 days after award.
