About this opportunity
Sacramento Municipal Utility District (SMUD) is requesting proposals for comprehensive crane services to support equipment needs on a task-order basis, with proposals due July 21, 2026, and a pre-proposal conference scheduled for July 1, 2026, at 9:30 a.m. PDT via Microsoft Teams. The SEED program qualification offers a 5% price advantage (capped at $250,000) for small businesses certified by the California Department of General Services, plus evaluation points for proposed SEED subcontracting participation.
Scope encompasses all labor, materials, equipment delivery, safety devices, maintenance, repair, and replacement across a 45-line-item schedule covering crane capacities from 28-ton through 500-ton, support equipment, labor classifications (operators, oilers, riggers), and ancillary services including pilot cars, trench plates, and forklifts. SMUD will issue written Task Authorizations for each project specifying work description, estimated cost, timeline, and project parameters.
Contractors must hold a California general engineering contractor license (Class A, C-21 Building Moving/Wrecking, or C-61 Limited Specialty) and maintain an office within 50 miles of SMUD's East Campus Operations Center. All contractors and subcontractors must register with the California Department of Industrial Relations and comply with prevailing wage requirements for public works.
The contract term is approximately three years with two optional one-year renewal periods subject to board approval and annual budget availability. Unit prices remain fixed for the first contract year with 3% escalation for each successive year thereafter. A bid bond equal to 10% of the proposal amount is required; performance and payment bonds at 100% of each task authorization are due upon contract award. Payment terms are Net 30 days standard, with Net 20 available for California Department of General Services–certified small businesses.
Evaluation uses a 100-point scale: pass/fail requirements, SEED qualification (10 points), environmental sustainability (5 points), proposer experience and qualifications (25 points), key personnel qualifications (10 points), ability to respond to SMUD's needs (10 points), technical approach (10 points), and commercial terms including price and contractual compliance (30 points).
