About this opportunity
Williamson County, Texas is soliciting bids for crack seal services on an as-needed basis, with proposals due September 1, 2026. Work includes cleaning and sealing joints and cracks in asphalt pavement throughout the county's road network.
Work shall be performed in accordance with TxDOT Specification Item 712 and the Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges 2024. Each crack seal crew must consist of a minimum of seven working persons and all necessary equipment. The county will supply hot-applied crack sealant and fine aggregate for blotting. Work is performed Monday through Friday, excluding county-approved holidays, for continuous periods of at least eight hours between 7:00 a.m. and 6:00 p.m., weather permitting. All work designated for a specific working day must be completed by 6:00 p.m., with a $500 per day penalty retained for incomplete work. Payment is based on hourly rates for each crack seal crew; the contractor receives payment only for hours during which all crew members are working and all equipment is functioning satisfactorily as determined by the county inspector.
The contractor must self-perform at least 25 percent of contract bid items. If subcontractors are used, a payment bond is required. The contractor assumes all risk for equipment stored at the county's Central Maintenance Facility and is responsible for all traffic control measures, including a minimum of two flaggers, two signs, and 28-inch cones at each work location. The contractor must maintain English fluency for the designated representative and crew leader, comply with OSHA requirements, and restore any disturbed areas to their original condition or better.
Best value evaluation will consider price, bidder experience and reputation, quality of goods and services, safety record, proposed personnel, financial capabilities, and other relevant factors. No contract value, term, or incumbent is identified in the source materials.
