About this opportunity
The District of Columbia Department of the Treasury is soliciting bids on a construction project to remove and install CRAC units in Vault 9 at the Main Treasury Building and to remove, modify, and install two new doors in the same vault, under a Total Small Business Set-Aside, with proposals due August 31, 2026. The project is exclusively available to small businesses under NAICS code 236220 (Commercial and Institutional Building Construction).
The scope encompasses mechanical work across two phases — disconnection and removal of existing CRAC units, installation of new Liebert CRAC units with associated piping and ductwork, certified air and water balancing, and factory start-up and training — and electrical work including new circuits, raceways, wire installation, power demolition, and control system integration via Siemens BACnet interface. Work must conform to MT Vault 9 M & E drawings dated March 19, 2026 and MT Vault 9 Installation of New Doors dated June 6, 2026. The contractor must commence work within one calendar day of award and complete all work within 365 calendar days. Work hours are 7:00 AM to 3:30 PM Monday through Friday, excluding federal holidays. All deliveries require 25 hours advance notice.
The contractor must maintain comprehensive general liability insurance of $500,000 per occurrence, motor vehicle liability of $200,000 per person / $500,000 per occurrence, and workers' compensation with $100,000 employer's liability coverage. Performance and payment bonds equal to 100 percent of the contract award amount are required within ten calendar days of notice of award. All workers must be U.S. Citizens and require vetting and approval by the Office of Special Programs prior to beginning work. The contractor must comply with Treasury Directive P 15-71 security requirements, handle Sensitive but Unclassified construction documents, and provide notification of terminations or resignations within 24 hours. Invoicing is submitted electronically through the Invoice Processing Platform on a percentage-complete basis, and the contractor must provide two-week look-ahead schedules every Monday from award through project completion.
