About this opportunity
Escambia County is requesting quotes for roof rehabilitation at 913 Lucerne Ave under an ITQ with quotes due July 23, 2026 at 1:00 p.m., a mandatory pre-bid meeting on July 15 at 10:00 a.m., and a question deadline of July 22 at 1:00 p.m.
Licensed, insured general contractors in good standing with Escambia County are eligible to bid. New contractors must submit a letter of insurability. The County reserves the right to award line items individually for emergency roofing and septic/sewer services.
The scope includes removal of existing roof covering to decking, replacement of deteriorated materials, repair or replacement of damaged roof framing, installation of peel-and-stick underlayment, new metal drip edge, slant-back vents, flashing, and boots. Roofers must install either 30-year architectural shingles or self-adhering modified bitumen roof system for low-sloped areas, hurricane clips on rafters, and new 6-inch seamless gutters with 4-inch downspouts and splash blocks. Work includes tree trimming to clear the roof by approximately ten feet, debris removal, and repair or replacement of damaged fascia and soffit. The budget allocates 320 square feet for damaged decking replacement. Photography is required for all construction stages.
Bidders must submit lump-sum unit cost pricing for the entire roofing scope. All bids are firm and include packing, handling, shipping, and delivery to points within Escambia County. The County will not consider prompt payment discounts and reserves the right to purchase additional quantities within 180 days at offered prices unless contractors specify that offers are limited to the specified quantity only.
Required submittals are proof of contractor licensure, Sunbiz registration, certificate of insurance or letter of insurability, W-9 form, and supporting technical specifications. Responses must be submitted electronically through OpenGov Procurement. Contractor selection is expected July 24, 2026.
