About this opportunity
Bay County Board of County Commissioners is requesting bids under ITB No. 26-48 to resurface approximately 2.818 miles of CR 2321 from Deer Point Lake Bridge to SR 75 (US 231), including the addition of two new turn lanes, with bids due June 30, 2026 and a mandatory pre-bid meeting on June 9 at 10:00 a.m. CDT in Panama City. FDOT pre-qualification is a central eligibility filter: the prime contractor or a subcontractor must hold FDOT pre-qualification in Flexible Paving, Hot Plant-Mixed Bituminous Courses, Drainage, and Grading; all bidders must be properly licensed.
The scope encompasses earthwork operations, sheet pile installation, headwall adjustments, guardrail installation, milling, asphalt concrete paving, pavement markings and signage, cross drain pipe installation, and stabilization of disturbed areas. Bidders must submit detailed unit-price line items covering mobilization, maintenance of traffic, clearing and grubbing, excavation, embankment, stabilization, pipe culverts, concrete driveways, hydroseeding, turf, and signage.
Contract award will be based on the lowest responsive, responsible lump sum base bid to the sole lowest qualified bidder. Bidders must provide a bid bond equal to 5% of the proposed base bid. All bidders must submit documentation certifying compliance with scrutinized companies lists, drug-free workplace requirements, human trafficking attestation, anti-collusion, and conflict of interest disclosures. The project is funded through a Florida Department of Transportation Small County Outreach Program Grant (SCOP) with FPN #453084-1-54-01, requiring strict conformance to FDOT guidelines. Bids remain valid for 90 days after opening. Written questions are due by 5:00 p.m. CDT on June 19, 2026. The anticipated Board meeting for recommended award is scheduled for July 21, 2026. The successful bidder must execute all required contract documents and obtain approved bonds and insurance within 10 days of receiving the Notice of Award.
