Proposers must be 501(c)(3) non-profit organizations or government entities with active Washington State UBI, Federal Tax ID, and UEI numbers—a restrictive eligibility gate.
The scope encompasses three service components: CE Access (screening, diversion, prioritization interview, and system navigation), By-Name List Management, and Matching & Referral. Multiple providers will be selected for CE Access; one provider each will be selected for By-Name List Management and Matching & Referral. Services must align with U.S. Department of Housing and Urban Development guidance and integrate into Pierce County's housing crisis response system to rapidly match homeless households with appropriate interventions.
Pierce County has allocated approximately $3.6 million in total funding distributed among awarded providers based on proposal quality, organizational capacity, system need, and strategic value. The contract period runs January 1, 2027 through December 31, 2027, with the County holding the option to extend for four additional 12-month terms at its sole discretion. Administrative expenses are capped at 15 percent of total direct program costs. Successful contractors must pursue and bill all other available funding sources before drawing on Pierce County funds.
Evaluation criteria are weighted: organizational capacity (15 points), program design and service delivery (15 points), project-specific components (40 points), HMIS data management (20 points), budget (10 points), director-level prior performance review (15 points), system need and strategic value (20 points), and capacity and readiness (15 points). A non-mandatory pre-proposal meeting was held August 11, 2026. Proposals must be submitted electronically through the County's eProcurement portal.

- CE Access (Screening, Diversion, Prioritization Interview, and System Navigation)
- By- Name List Management
- Referral & Matching
Collectively, these funds support an integrated system of emergency services that quickly respond to immediate needs of households who are experiencing homelessness, in accordance with the U.S Housing and Urban Development (HUD) guidance.
