About this opportunity

Pierce County, Washington is requesting proposals for an enterprise Contract Lifecycle Management (CLM) software solution under RFP, with proposals due August 21, 2026 at 2:00 p.m. and a pre-proposal meeting scheduled July 20, 2026 at 11:00 a.m. via Zoom.

Minimum qualifications are decision-critical: the solution must hold SOC 2 Type 2 or ISO 27001 certification, deliver role-based access controls, single sign-on capability, data encryption at 128-bit or stronger, 99.9 percent or greater service availability with defined maintenance windows, 24-hour emergency technical support, and WCAG 2.2 A and AA accessibility compliance. The platform must integrate with Workday and OpenGov and authenticate via Microsoft Entra ID with SAML 2.0 or OpenID.

The scope is a configurable SaaS platform to centralize, standardize, and automate contract activities across all County departments—creation, review, approval, execution, amendment, tracking, and closure—with improved visibility and compliance reporting. The solution must provide a single working environment that integrates with Pierce County's existing enterprise systems.

The total approximate value for implementation services and first-year fees is $600,000, with estimated ongoing annual charges of $365,000 subject to year-to-year increases not to exceed 3 percent. The anticipated contract term runs November 1, 2026 through October 31, 2028, with an option for the County to extend for additional two-year terms. The County reserves the right to make a single award or no award based on proposal quality and available funding and may adjust award amounts or terminate if funding is reduced or eliminated.

Proposers must submit a capability statement, detailed pricing, implementation approach with timeline, a requirements checklist, and references for similar services. Questions are due August 17, 2026 at 4:30 p.m. Demonstrations are scheduled the week of August 31, 2026, with evaluation completion anticipated for the week of September 7 and proposer notification expected the week of September 14. Pierce County's standard General Terms & Conditions apply, including mandatory insurance coverage: Commercial General Liability, Professional Liability, Cyber Liability, and Technology Professional Liability at specified limits, with Pierce County named as additional insured.
