About this opportunity
Columbia County Board of County Commissioners in Florida is requesting qualifications from licensed geotechnical engineering firms to provide continuing professional services for capital improvement projects, transportation infrastructure, and facilities, with qualifications due October 29, 2026 at 2:00 p.m.
Firms must hold current Florida professional engineer licensure and provide a certificate of insurability for professional errors and omissions liability. The scope encompasses subsurface exploration through soil borings and test pits, laboratory testing of soils and aggregates, geotechnical analysis and reporting, construction-phase support, and expert consultation.
The county seeks to enter into agreements with one or multiple qualified firms for an initial five-year term. Evaluation will be conducted by a Columbia County selection committee using a 100-point scoring rubric: firm qualifications and experience (20 points), professional personnel qualifications (25 points), ability to work with county staff (10 points), project understanding and approach (20 points), timeliness in project completion (10 points), and past performance with references (15 points). The county reserves the right to select one or more firms and may invite the top three ranked firms to give oral presentations.
Submissions must include an original and three copies plus a thumb drive in a sealed envelope, accompanied by proof of liability insurance and a completed W-9 form. Proposals should not exceed 25 pages excluding resumes and reference letters, with individual resumes limited to two pages. Late submissions and submissions by fax or email will not be accepted. Sealed qualifications will be opened the same day at the Columbia County Purchasing Department in Lake City, Florida. The anticipated Board of County Commissioners award recommendation date is November 19, 2026 or later. All professional services must comply with Florida's Consultant's Competitive Negotiation Act (CCNA), and firms must maintain full compliance with associated spending thresholds. Payment terms are net 30 days unless otherwise specified.
