About this opportunity
The City of Lakeland, Florida is requesting qualifications for a Continuing Contract for Professional Municipal Engineering Services (CCNA) with responses due August 7, 2026 at 3:30 p.m., and written questions due July 30, 2026. This procurement is governed by the Florida Consultants' Competitive Negotiation Act, which prohibits rates from qualification submissions; pricing is negotiated after qualification-based selection.
The scope encompasses all phases of engineering services — planning, reports and studies, design, and construction — across the City's Public Works Department, Department of Electric, Department of Water and Wastewater Utilities, and other municipal departments. Specific expertise is required in General Municipal engineering, Wastewater Operations, Water Operations, and Power Production Operations. Respondents must submit a minimum of five completed project sheets from Florida work completed within the past five years, limited to two pages each, demonstrating relevant experience.
The contract term is three years with options for two additional one-year renewals upon mutual consent. The City requires commercial general liability insurance of $1 million, professional liability/errors and omissions insurance of $1 million maintained for three years post-completion, and workers' compensation with statutory limits. All contractors must comply with OSHA safety standards and maintain all applicable Florida licenses and certifications.
Evaluation criteria weight professional qualifications at 30 percent, experience and past performance at 27 percent, time and budget management plans at 20 percent, location at 10 percent with preference for firms in Lakeland Electric Service Territory or Polk County, and minority business enterprise status at 5 percent. Respondents must submit proof of insurability, signed indemnification agreement, human trafficking affidavit, drug-free workplace certification, suspension and debarment compliance, and conflict-of-interest disclosures. Responses are submitted electronically through the OpenGov procurement portal.
