The Florida Department of Corrections is seeking sealed qualifications from architectural and engineering firms to provide continuing design, pre-construction, and construction-administration services for Region 1 projects, with qualifications due July 20, 2026, at 3:00 p.m. Eastern Time and an informational meeting on July 8, 2026. Firms must be currently licensed to provide architectural and engineering services in Florida and registered with the Florida Department of State. The scope encompasses correctional and forensic building design, structural design, small buildings, additions, re-roofing, and renovation projects. Individual projects are capped at $4 million in construction cost and $500 million in professional services fees. Current design funding available for the fiscal year is $500,000. Firms must carry professional liability insurance of at least $1 million and provide a performance bond commitment of $500,000. The evaluation process comprises an initial screening (100 points) based on submitted qualifications assessing related building experience, office and on-site staff, scheduling and cost control capabilities, information systems, and financial capability, followed by optional presentations (100 points) for the top three ranked firms. Evaluation emphasizes correctional or forensic project experience completed since January 2016, with references required from at least three but no more than five governmental entities for which similar services were performed within the preceding three years. Up to three firms may be awarded contracts. The resulting contract will authorize projects on an as-needed basis over a five-year term with an option to renew for an additional five-year period; each project requires a separate Letter of Authorization following Department approval of the firm's proposal and negotiated terms. The Selection Committee will meet August 6, 2026, with presentations from top-ranked firms scheduled August 24–25, 2026, in Tallahassee. Agency selection notification is expected in September 2026. Plans and specifications developed by awarded firms are subject to reuse under Florida Statutes § 287.055, and awarded firms are prohibited from engaging current or former FDOC employees where such employment would conflict with state law.
