About this opportunity

The Maryland State Department of Education is requesting quotes for consultant services supporting its Hearing Aid and Language & Communication Video Loan Bank program under RFQ R00B6600248, with the revised proposal deadline of August 27, 2026 at 2 p.m. through eMMA (Maryland's electronic procurement system). Addendum No. 1, issued August 20, extended the original August 20 deadline by one week.

The consultant will provide approximately eight hours per week to process hearing aid requests, maintain inventory, process video and resource requests, communicate with audiologists and families, collaborate on outreach activities, update hearing aid inventory with current technology, and assist in developing annual reports. The position requires a minimum of five years' experience providing hearing aid services to children in Maryland — a mandatory qualification. Essential qualifications include a current audiology license from Maryland or a comparable state, a Master's or Doctoral degree in Audiology from an accredited institution, knowledge of state and federal laws related to early intervention and special education services, quality assurance expertise, strong interpersonal and communication skills, and proficiency in Microsoft Word and Gmail. The consultant must submit a Voluntary Product Accessibility Template (VPAT) demonstrating compliance with WCAG 2.1 Level AA accessibility standards, including ongoing maintenance and annual accessibility compliance audits.

The contract term runs September 1, 2026 through August 31, 2027. The total bid price shall not exceed $29,610.00, with monthly billing at net 30 days. Work is performed at MSDE's office at 200 West Baltimore Street, Baltimore, Maryland. Award will be made to the responsive and responsible bidder submitting the lowest price while meeting all mandatory requirements. Small, minority, and veteran-owned businesses are encouraged to respond. Submissions must include a letter of interest, resume demonstrating required qualifications, and the completed signed Exhibit A bid form with all itemized costs, along with an acknowledgment of Addendum No. 1.
