About this opportunity

The Maryland State Department of Education is requesting quotations for a consultant to support the Hearing Aid and Language & Communication Video Loan Bank program, with proposals due October 6, 2026, at 2 p.m. through the eMaryland Marketplace Advantage (eMMA) system.

Mandatory qualifications include a minimum of five years' experience providing hearing aid services to children in Maryland, a current audiology license from Maryland or a comparable state, and a Master's or Doctoral degree in Audiology from an accredited institution. All bidders must submit a Voluntary Product Accessibility Template (VPAT) demonstrating conformance to WCAG 2.1 Level AA accessibility standards.

The consultant will provide hearing aid services and resource support to infants, toddlers, and children up to age 21 with diagnosed hearing loss in Maryland. Responsibilities include processing hearing aid requests, maintaining inventory of devices, managing video and downloadable resources for families, collaborating with audiologists and educators, updating hearing aid inventory with current technology, and assisting with annual reporting and public awareness activities. Work is performed approximately eight hours per week at MSDE's Baltimore office at 200 West Baltimore Street.

The estimated contract value is $29,700 for a one-year term beginning on or about October 9, 2026, and expiring on or around October 8, 2027, with no renewal options. Billing occurs monthly based on hours worked. Award will be made to the responsive and responsible bidder submitting the lowest price after meeting all mandatory requirements; the State reserves the right to award contracts to multiple consultants. Small, Minority, and Veteran-owned businesses are encouraged to respond. Questions were due October 2, 2026, at 5 p.m. All invoices must include detailed documentation supporting the requested payment amount, submitted on the contractor's letterhead within 60 calendar days of contract termination, with payment made on a net 30 schedule.
