About this opportunity

Jacksonville Electric Authority (JEA) is requesting bids for construction services on underground water, wastewater, and reuse grid repairs and installations, with responses due September 1, 2026, and a mandatory pre-response meeting scheduled for August 7 at 11:00 a.m. EST via Microsoft Teams. JEA intends to award up to six contracts. Respondents must hold approval on JEA's Responsible Bidders List in categories WM1, WM2, or WM3 and cannot have had a contract terminated for default within the past two years — these are hard eligibility filters.

The scope includes water main replacements and extensions; water, wastewater, and reclaimed piping repairs and replacements; manhole installation and repairs; residential and commercial service connections; and large meter installations. Work will consist primarily of Capital and Operation and Maintenance projects throughout the contract period across JEA's service territory in Jacksonville, Florida.

Award will be made to the lowest responsive and responsible bidder meeting minimum qualifications, with contract price as the primary evaluation criterion. Respondents must submit a bid bond equal to 5% of the total bid amount; upon award, payment and performance bonds are required. The contract incorporates liquidated damages tied to project completion deadlines. Pricing must be submitted on an F.O.B. Destination basis and include all travel, materials, equipment, and shipping costs. Monthly payment will be made within thirty days of receipt of proper invoices, with 5% retainage. JEA may utilize an Owner Direct Purchase strategy for certain materials to achieve sales tax exemption, with the contractor responsible for storage, handling, and installation of those items. Contractors must comply with JEA's Contractor Safety Management Process policy and maintain required insurance with JEA listed as additional insured. Respondents must be registered with the Florida Division of Corporations and comply with JEA Procurement Code conflict of interest, ethics, and procurement requirements. Responses must be submitted through JEA's E-Procurement Portal (Zycus Supplier Network); public opening occurs via Microsoft Teams on the due date.
