About this opportunity

The Rose Bowl Operating Company is requesting statements of qualifications, technical proposals, and price proposals for a Construction Manager at Risk to provide preconstruction and design-assist services, including a funded subsurface investigation program, for the Rose Bowl Stadium Plumbing Infrastructure Enhanced Maintenance Project, with proposals due September 17, 2026 at 2:30 p.m. and a mandatory pre-proposal meeting on August 31 at 9:00 a.m. The project involves replacement and rehabilitation of water, sewer, and gas distribution systems beneath the stadium concourse at an operating venue that must maintain domestic plumbing and fire protection service continuity throughout construction.

The RFP is structured as a Base Bid (Water Maintenance Project) plus two separately priced alternates: Alternate 1 (Sewer Maintenance Project, funded through federal Community Project Funding administered by the EPA with certified payroll and Buy America compliance requirements) and Alternate 2 (Gas Maintenance Project, funded through a State of California grant). RBOC is not obligated to authorize Phase 2 construction services or exercise any alternates; Phase 1 is limited to preconstruction, design-assist, and a Guaranteed Maximum Price development. Pricing must be submitted as a lump-sum proposal with all costs included for labor, materials, equipment, overhead, profit, insurance, bonding, permits, taxes, and subcontractor work. Evaluated cost for scoring purposes is calculated as the sum of Base Bid plus both alternates under concurrent execution.

The selected CMAR will be evaluated on best value criteria including qualifications, relevant experience, technical proposal, price, schedule alignment with stadium event calendar, team composition, and interview performance. Interviews are scheduled for September 22–23, 2026. The project reference duration is six months on a Monday–Friday basis or 4.5–5 months on a Monday–Saturday basis for evaluation purposes. The contract requires compliance with the Pasadena Living Wage Ordinance, equal employment opportunity provisions, 75% construction and demolition waste diversion, NPDES stormwater best management practices, and accessibility standards. The CMAR must maintain a dedicated English-speaking field supervisor and coordinate with Pasadena Water and Power and the City of Pasadena Building and Safety. Questions are due September 8, 2026 at 5:00 p.m. One hundred percent construction documents were issued July 17, 2026.

Opportunity text

The Rose Bowl Operating Company is seeking statements of qualifications, technical proposals, and price proposals for a Construction Manager at Risk to provide preconstruction/design-assist services including a funded subsurface field investigation program and, if RBOC's option to authorize Phase 2 is exercised, construction services for the Rose Bowl Stadium Plumbing Maintenance Project: the replacement and rehabilitation of the stadium's water, sewer, and gas distribution systems beneath the stadium concourse, implementing the replacement program recommended by the Rose Bowl Sewer and Water Asset Management Plan (2022), as indicated below and described in greater detail in the Contract Documents enumerated in the City's Standard Form of Agreement. The work will be performed at an operating stadium: the venue remains in continuous event use throughout construction, and the stadium's domestic plumbing and fire protection service share a single combined system that must remain in service.
