About this opportunity
The City of Greenville, South Carolina is requesting proposals for Construction Manager at Risk (CMAR) services for the Wheeled Sports Park Facility project, with proposals due September 17, 2026 at 2:00 p.m. ET and a question deadline of September 3, 2026 at 2:00 p.m. ET. The City has adopted South Carolina's 10% M/WBE participation goal for annual controllable procurement expenditures.
The scope encompasses two phases: Phase 1 covers pre-construction services from schematic design through construction documents, plan approval, bidding, and guaranteed maximum price development; Phase 2, subject to owner authorization, covers construction services. The project involves designing and constructing an approximately 10-acre wheeled sports park facility adjacent to Greenville Downtown Airport, featuring a concrete skatepark, asphalt pumptrack, bicycle playground, site work, utilities, parking, lighting, pavilion, restrooms, landscaping, pathways, and trail connections. The City has engaged PORT Architecture and Urbanism LLC for overall park design (30% schematic design completed) and American Ramp Company and Spohn Ranch Skateparks for design-build services on the bicycle playground/pumptrack and skatepark, respectively; the CMAR coordinates all other construction activities.
The CMAR may self-perform no more than 25% of the construction contract cost and cannot perform other project work directly or through businesses in which the firm holds greater than five percent interest. The selected contractor must hold a current South Carolina General Contractor's License and obtain a City Business License before work commences. Proposals must include evidence of Commercial General Liability ($1 million per occurrence), Comprehensive Automobile Liability ($1 million combined single limit), and Workers' Compensation Insurance at statutory limits with $500,000 Employers' Liability coverage. Performance and payment bonds equal to the full contract price are required within 10 business days of GMP finalization. The contract will be executed using AIA A133-2019 and AIA A201-2017 General Conditions. A non-mandatory pre-proposal meeting is scheduled for August 26, 2026 at 8:00 a.m. ET at Greenville Downtown Airport. Proposals are binding for 90 calendar days following opening.
