About this opportunity

GoTriangle, the Research Triangle Regional Public Transportation Authority, is requesting qualifications for Construction Manager at Risk (CMAR) services to design and construct the expansion, renovation, and modernization of the Nelson Road Bus Operations and Maintenance Facility, with proposals due August 12, 2026 by 2:00 p.m. Eastern time. An optional pre-offer conference is scheduled for July 22, 2026 at 10:00 a.m. via Microsoft Teams.

The project scope encompasses preconstruction services and phased construction within an active operational environment, including facility expansion for operations and administrative functions; reconfiguration of existing maintenance areas; addition of a second service lane with bus wash and indoor fueling; expansion of bus parking with shade structures; solar photovoltaic systems and Battery Electric Bus charging infrastructure; employee parking expansion; Nelson Road cul-de-sac relocation; and perimeter security systems. The CMAR must maintain uninterrupted facility operations throughout construction.

The planning-level project budget is approximately $35.2 million in 2022 dollars (approximately $40 million in 2023 dollars), inclusive of design, construction, and contingency. Federal funding sources include Federal Transit Administration grants for low- and no-emission vehicles and electric charging infrastructure, with additional discretionary opportunities under pursuit. The project delivery spans two phases: Phase I covers preconstruction services and preliminary guaranteed maximum price development; Phase II encompasses final GMP, construction services, and project closeout.

Qualification requirements include a minimum of ten years of verifiable experience providing CMAR, construction management, or general contracting services for projects of similar size, scope, and complexity on public-sector projects, preferably for transit agencies or governmental entities. The CMAR must demonstrate expertise in complex mechanical, electrical, and plumbing systems integration; schedule management and cost control; federal funding compliance including Davis-Bacon wage requirements and DBE participation; and utility coordination.

All federal requirements are incorporated by reference, including FTA regulations, Buy America provisions, equal employment opportunity requirements, civil rights compliance, National Environmental Policy Act environmental protections, Byrd Anti-Lobbying Amendment certifications, and access to records for federal audits.

Proposals must be submitted via email to Tim Heule, Procurement Officer (Theule@gotriangle.org), or by hard copy delivery to GoTriangle, 4600 Emperor Boulevard, Suite 100, Durham, NC 27703.

Opportunity text

In accordance with N.C.G.S. § 143-129, through this Request for Qualifications (RFQ), GoTriangle seeks to contract with a qualified firm capable of delivering high-quality, cost-effective Construction Manager at Risk (CMAR) services that support GoTriangle's mission to provide safe, reliable, and equitable public transportation throughout the region. GoTriangle's 2022 Regional Fleet & Facility Study concluded that expanding, renovating, and modernizing the existing Nelson Road Bus Operations and Maintenance Facility (BOMF) is the most cost-effective approach to meet current and future fleet and service expansion needs over the facility's anticipated 40+ year service life. The study evaluated existing conditions, future operational needs, and potential facility alternatives and developed a conceptual (approximately 15% level) design, preliminary construction phasing approach, and planning-level cost estimate. The current planning-level project budget is approximately $35.2 million (2022 dollars), inclusive of design, construction, and contingency. The project is also reflected in regional transit capital plans at approximately $40 million (2023 dollars). GoTriangle has initiated environmental review under the National Environmental Policy Act (NEPA) with the Federal Transit Administration (FTA) and anticipates a Categorical Exclusion determination. The project is supported by federal funding sources, including grants for low- and no-emission vehicles and electric charging infrastructure, and additional discretionary funding opportunities may be pursued. GoTriangle will utilize a Construction Manager at Risk (CMAR) project delivery method for the design and construction of the GoTriangle Building Operations and Maintenance Facility (project).
