About this opportunity

The School Board of Orange County, Florida is requesting qualifications for construction management at risk services for the Hunter's Creek Middle School Renovation Comprehensive Project, with proposals due September 9, 2026. The estimated construction cost is $44.961 million. OCPS offers local preference scoring (10 points) for firms with established offices in the Orlando SMSA (Orange, Osceola, Lake, or Seminole counties) for five or more years, and preference scoring for certified minority/woman-owned businesses (M/WBE), local developing businesses (LDB), and veteran-owned businesses (VBE), with stated participation goals of 23% M/WBE, 10% LDB, and 3% VBE.

The scope encompasses comprehensive renovation and modernization of the entire campus to align with OCPS Design Guidelines and current educational program requirements, including addressing existing deficiencies, upgrading building systems and finishes, reconfiguring existing spaces, meeting life safety and accessibility standards, and potentially adding new classroom spaces or selectively replacing certain buildings. The project is located at 13400 Town Loop Blvd, Orlando, Florida.

Respondents must demonstrate financial strength appropriate to the project scale, provide evidence of bonding capacity for $44.961 million, and submit current audited financial statements. Firms must be authorized to conduct business in Florida, registered with the Florida Secretary of State with Active status, and in continuous business for a minimum of five years.

The evaluation matrix allocates 40 points for related building experience, 20 points for proposed project staff, 15 points for financial capabilities, 5 points for workload, and 10 points each for minority participation history and local preference at the RFQ stage. Shortlisted firms advance to interviews on October 27, 2026, evaluated on references, approach and site knowledge, team qualifications, cost control strategies, project scheduling, and M/WBE/LDB/VBE implementation plans. The tentative schedule shows Design and Pre-Construction Services commencement in January 2027, Construction Notice to Proceed in July 2028, and Substantial Completion in June 2030. Questions are due August 13, 2026, at 2:00 p.m. EST; a pre-solicitation meeting is scheduled August 12, 2026, at 10:00 a.m. EST via Cisco WebEx.
