About this opportunity
Eastern Suffolk BOCES (Board of Cooperative Educational Services, First Supervisory District of Suffolk County) is requesting proposals for construction management services under RFP #27-19-0804, with proposals due August 4, 2026 at 2:00 p.m. and written clarification requests due July 28, 2026 at 4:00 p.m.
The scope encompasses pre-construction services (scheduling, estimating, specification review, budget cost estimation); design phase coordination; full-time on-site project management with dedicated project managers and site supervisors; weekly construction meetings; daily activity logs; payment requisition review; and post-construction closeout (punch list resolution, insurance closeout, training coordination). Proposals must use the provided Cost Proposal Form with all-inclusive pricing covering labor, materials, administrative overhead, travel expenses, and ancillary fees.
The anticipated annual project value is approximately $1 million. The contract term runs October 1, 2026 through September 30, 2027, with an option to renew for four additional one-year increments at ESBOCES's discretion. Price escalation in renewal years is limited to the published Northeast Region Consumer Price Index (CPI-U) for the preceding May, capped at 2 percent if CPI is below 5 percent or 4 percent if CPI is 5 percent or higher. Proposals are submitted to the ESBOCES Purchasing Office at 201 Sunrise Highway, Patchogue, New York.
Evaluation is on a 100-point scale: compliance and responsiveness (15 points), ability to perform requirements (25 points), experience with similar projects (20 points), prior BOCES or New York State school district experience (15 points), qualifications of key personnel (15 points), and cost (10 points). Vendors must score 80 percent or higher to be considered for award; the highest-scoring vendor may be interviewed before final award. Vendors must carry appropriate liability insurance, comply with New York State prevailing wage and Education Department regulations, and acknowledge no conflicts of interest. ESBOCES may terminate for any reason with fifteen days' written notice or immediately for material breach following a ten-day cure period.
