The City of Jacksonville, Florida, Department of Public Works is requesting qualifications for Construction Management Continuing Services to support minor Capital Improvement Projects and Community Redevelopment Agency projects throughout Jacksonville, with responses due August 20, 2026 at 10:00 a.m. Eastern Standard Time. The City will award multiple master agreements, with contracts structured as three years plus one optional three-year renewal term on an as-needed basis; no single project will exceed $7.55 million per Florida Statute Section 287.055.
Respondents must be Florida-licensed general contractors with current local business authorization in Duval County. The scope encompasses site work (remodels, renovations, energy management, ADA accessibility), HVAC and mechanical, plumbing, electrical, concrete, demolition, roadway reconstruction, traffic signals, specialty coatings, infrastructure rehabilitation (bridges and seawalls), marine construction, landscaping and park improvements, environmental projects, solar installations, electric vehicle charging stations, right-of-way enhancements, parking garages, fire stations, police stations, and other public works and municipal government projects.
Minimum qualifications require three completed projects as prime contractor in each requested Service Group with client references and project details, or current City or FDOT prequalifications demonstrating relevant experience. The City will evaluate responses using multiattribute scoring: past and present performance (30 points), personnel qualifications and experience (20 points), availability and workload capacity (15 points), approach and methodology (10 points), geographic proximity to projects (10 points), and volume of current or prior Jacksonville government work (15 points). A minimum average score of 70 points is required to be considered. The construction management fee is 7.5 percent of all subcontracted work per task order; contractors must solicit minimum three responsive bids for each work item. Performance and payment bonds equal to 100 percent of contract amount and bid bonds equal to 5 percent of bid amount are required, along with comprehensive liability insurance and workers' compensation coverage. Questions were due August 14, 2026 at 10:30 a.m. A non-mandatory pre-bid meeting was held August 7, 2026 via Microsoft Teams.
