About this opportunity
The Permanent Mission of the Republic of Korea to the United Nations is soliciting bids for Construction Management as Adviser services for remodeling of its chancery building at 335 East 45th Street, New York, with bid registration due September 15, 2026 at 6:00 p.m. ET. This is a re-bid with revised scope clarifying that the CM will serve as an adviser to the Owner rather than assume responsibility for the general contractor's schedule, means and methods, or construction results.
The CM role centers on reviewing and monitoring schedule, cost, quality, and contractor performance; supporting Owner decision-making; and providing advisory counsel. Services are non-resident, requiring a minimum of two regular site visits per month and at least 20 total site visits during the anticipated six-month construction phase. Progress reporting occurs generally twice per month, with weekly progress meetings conducted on site or by video as needed.
The bid registration process is two-stage. Interested firms must submit bid registration materials by September 15 at 6:00 p.m. ET, including a company profile, business registration documentation, PE qualification and experience records, project experience records, and other eligibility documents specified in Section 4 of the Bidding Information and Instructions. Following eligibility review, qualified firms receive detailed project drawings and bid materials, can submit questions, attend a site briefing, and prepare final Technical Proposal and bid submissions.
No contract value, contract term, final proposal deadline, evaluation criteria weighting, or incumbent information is identified in the source.

The Permanent Mission of the Republic of Korea to the United Nations invites qualified firms to submit bids for Construction Management (CM as Adviser) services for the remodeling of its chancery building at 335 East 45th Street, New York, NY 10017. This is not a typical CM arrangement in which the CM assumes responsibility for or guarantees the contractor's construction schedule. The CM will serve primarily as an adviser to the Owner, reviewing and monitoring schedule, cost, quality, and contractor performance, and supporting the Owner's decision-making. Bid Registration Interested firms should first complete Bid Registration by September 15, 2026, at 6:00 p.m. ET. At this stage, firms are requested to submit a company profile, copy of business registration document, PE qualification and experience documents, company project experience records, and other eligibility documents listed under Section 4, "Bid Registration and Eligibility Documents," of the Bidding Information and Instructions. Following registration and eligibility review, qualified firms will receive the detailed project drawings and related bid materials. Firms may then review the drawings, submit specific questions, attend the site briefing, and prepare their final Technical Proposal and bid. Key Changes in This Re-Bid The solicitation has been revised to make the CM scope and responsibilities more consistent with an Owner-Advisory CM approach and to provide greater flexibility for qualified firms: CM Role: The CM is an adviser to the Owner and is not responsible for guaranteeing the GC's construction schedule, means and methods, productivity, or construction results. Non-Resident Staffing and Reporting: Services are non-resident. The CM will make at least two regular site visits per month and at least 20 total CM site visits during the anticipated six-month construction phase. Regular progress reporting is generally twice per month, and weekly progress meetings may be conducted on site or by video. Pre-Construction Cost Review: The participating New York State PE will prepare one Independent Cost Estimate before GC price bidding and perform one reconciliation comparing that estimate with the GC bid price. SI/Cx Scope Clarified: Special/Progress Inspections and Commissioning were included in the prior solicitation, but the revised solicitation more clearly defines the required scope, responsibility, use of qualified outside specialists, and Owner-approval process. Greater Participation Flexibility: The Principal Construction Manager must be a New York State-licensed PE, but the PE may participate through separate employment or contractual arrangement rather than being a full-time in-house employee. Qualified SI and Cx specialists may also be separately engaged. The company experience requirement is based on a qualifying U.S. project with a construction amount of at least USD 815,800, and the former interview has been replaced by a written Technical Proposal evaluation. Project Scope and Size The underlying construction project includes HVAC/VRF, fire protection and fire alarm systems, telecommunications/IT, lighting, and related interior work. The estimated construction cost is approximately USD 4.079 million, and the estimated CM contract value is USD 170,000. Special Inspections / Commissioning The CM scope includes the required Special/Progress Inspections (SI) and Commissioning (Cx). For preliminary budgeting purposes, the Mission currently estimates approximately: SI: USD 35,000 Cx: USD 25,000 These amounts are preliminary only. Following registration, qualified bidders will receive the detailed drawings and should determine the actual SI/Cx scope and cost based on their own review of the project documents. Schedule A site briefing will be held on September 17, 2026, and written questions will be accepted on September 16-17, 2026. Final Technical Proposals and bids are due September 25, 2026, at 2:00 p.m. ET. The Mission encourages qualified CM, engineering, and owner's-representative firms, including firms interested in teaming with an outside PE or qualified SI/Cx specialists, to review the solicitation and participate.
